The Florida 9% Atlas: milestones in order, each with one line of executive truth and its guide
The Florida Atlas as a reader sees it: the milestones in order; each opens to its guide.
The pathway

14 milestones, from site to Form 8609.

Each milestone opens to its tasks, each task to its actions and the proof package it must produce. One line of each milestone's executive truth, as the edition reads today.

  1. Board Selection, Notice, Protest & FinalityBoard selection is not yet an operative underwriting handoff.
  2. Invitation Acceptance & Underwriting ActivationThis stage turns a final funding invitation into an active underwriting file that can survive later review.
  3. Initial Underwriting Submission & Preliminary RecommendationInitial Underwriting Submission & Preliminary Recommendation turns the invitation into a controlled file that the Credit Underwriter can actually use.
  4. Credit Underwriting, Third-Party Review & FeasibilityThis stage proves that the awarded Development still works when current evidence replaces selection-stage assumptions.
  5. Underwriting Report, FHFC Determination & Preliminary AllocationThe stage is complete only when the final report, Credit Underwriter recommendation, and Florida Housing Finance Corporation determination remain separate and supported.
  6. Preliminary Allocation Conditions & Continuing CommitmentsThis stage converts a Preliminary Allocation from an award document into a controlled operating baseline.
  7. Carryover Allocation, 10 Percent Basis & Progress ControlThis stage converts a time-sensitive carryover decision into a financeable position, but the agreement alone is not enough.
  8. Closing Readiness & Ability to ProceedThis stage decides whether the awarded development is still the transaction Florida can move into actual closing.
  9. Partnership and Financing Closing & Construction StartThis stage turns approved financing and ownership terms into actual closing events, and signatures alone do not finish it.
  10. Construction & Servicer OversightConstruction & Servicer Oversight is the control stage between closing and placed-in-service readiness.
  11. Placed in Service, Lease-Up & Compliance ReadinessThis stage turns construction completion into a lease-up decision supported by dated physical evidence and usable operating controls.
  12. Final Cost Certification via FCCAPFinal Cost Certification Application Package (FCCAP) review converts a completed Development into the accepted final cost record that final allocation work can use.
  13. Extended Use Agreement, Final Allocation & Form 8609This stage closes the Extended Use Agreement and carries Florida Housing Finance Corporation review through final allocation and Form 8609 issuance.
  14. Compliance Onset & Initial ReportingThis stage turns the recorded covenant and first operating cycle into one defensible Florida compliance position.
Inside the edition

The guide, the Gantt and the calendar.

01

The guide

Every milestone, task, action, proof package and document of the Florida 9% deal, written to be read, not recited — what this task validates, why it matters, where it sits, what “done” looks like, the watchouts, and the requirement it comes from.

02

The Gantt

The deal in time: how long the work takes, and which waits sit with the agency, the lender or the municipality, not with you. A gate closes every milestone, and the Gantt shows what the gate needs before it opens.

03

The calendar

Florida's clocks — what starts each one, how long it runs, the condition it depends on and where the rule is written. The ones that decide a round, a reservation, a carryover, a placed-in-service date.

Who it is for

Developers, consultants and counsel who are responsible for knowing what a Florida 9% deal requires, and for being right about it. If a new project manager could run your next application from it without asking you twice, it did its job.

An edition is one state and one program. It is read on the web, signed in; it is not a PDF. $500 a year per edition, renews until cancelled; your subscription carries every update.
